Ingredients
**For the Kibbeh Shell:**
- 2 cups fine bulgur wheat
- 1 lb ground lamb or beef (or a mix)
- 1 large onion, finely chopped
- 1 teaspoon ground allspice
- 1 teaspoon ground cinnamon
- 1 teaspoon salt
- 1/2 teaspoon black pepper
- 1/4 cup of cold water (as needed)
**For the Filling:**

- 1 large onion, finely chopped
- 1/4 cup pine nuts or walnuts, toasted (optional)
- 2 tablespoons olive oil
- 1 teaspoon ground allspice
- 1 teaspoon cinnamon

Instructions
1. **Prepare the Bulgur:**
- Rinse the bulgur wheat under cold water and then soak it in warm water for about 30 minutes.
Drain well, pressing out excess water.
2. **Make the Kibbeh Shell Mixture:**
- In a large mixing bowl, combine the soaked bulgur, ground meat, chopped onion, allspice,
cinnamon, salt, and black pepper. Mix well until the ingredients are thoroughly combined.
If the mixture is too dry, add cold water a little at a time until it reaches a workable consistency.
3. **Prepare the Filling:**
- In a skillet, heat olive oil over medium heat. Add the chopped onion and sauté until translucent.
- Add the ground meat, cooking until browned. Stir in the pine nuts or walnuts if using, along with
allspice, cinnamon, salt, and pepper. Cook for an additional few minutes until everything is well
combined. Remove from heat and let it cool.
4. **Assemble the Kibbeh:**
- Preheat your oven to 375°F (190°C).
- Grease a baking dish with olive oil.
- Take half of the kibbeh shell mixture and press it into the bottom of the greased baking dish,
forming an even layer.
- Spread the meat filling evenly over the bulgur base.
- Add the remaining kibbeh mixture on top, pressing it down firmly.
